Manor Mayhem is Back!!!
Prost. Manor Mayhem is back, Oktoberfest-style!!!
Saturday, October 1st at 2:00 PM in the pool parking lot.
Join us in Whitehall Manor’s yard game competition! The neighborhood has been divided into four teams (based on what street your mailbox faces). These teams will compete in eight events. We are looking for 20 participants on each team. Please refer to the flyer you received on your mailbox for your assigned team and sign up by September 25.

Beverages and light Oktoberfest-themed food will be provided by the HOA. Players and spectators must be 21 or over. More than one member of the household may compete. Please indicate in the comments section as you register if you are willing to serve as team captain. If your assigned team is full upon trying to register, interested participants may solicit an alternate team to fill one of their empty spots after September 25. You can email Megan Alexander at malexander5355@gmail.com or message her on Facebook for assistance in finding a team with openings. Each member of the team must compete in at least one event and full team events, but will not compete in every event. Teams will be expected to design Oktoberfest-themed and color-coded costumes, chants, cheers, flags, and any other shenanigans to up the competitive spirit. Extra points will be awarded at the end for best cheer, costume, flag and team tent (corner of the pool parking lot). Captains will be asked to hold a team-planning meeting the week before Manor Mayhem in order to designate players for the events and coordinate the above-mentioned team spirit.
By signing to participate, you acknowledge that alcohol consumption is not required to participate: the score-keeper or officials may ask you to be removed if you become belligerent; and this event is for 21+ (both to participate and to attend). You will be asked to sign a waiver before the competition begins. The coordinators would greatly appreciate anyone who could stay to help clean up after the event!

Halloween at Whitehall Manor
Greetings friends,
We hope you are enjoying the Fall so far and have been able to be outside in the cooler temperatures.
As Halloween night draws near, we wanted to mention the annual costume parade. While this is not an HOA-organized event, we do strongly encourage anyone deciding to participate this year to please follow all NC DHHS and CDC guidelines for Halloween activities. If you are interested in alternatives to trick-or-treating this year, both links include other fun ideas as well!

Playground Now Open
Hello Neighbors,
Following Governor Cooper’s Executive Order 163, announcing the move of NC’s reopening to a new “phase 2.5”, the playground is now open.
Please note that use of the playground is “at your own risk”. It is recommended that you wash hands and/or use hand sanitizer immediately after use. Plan to bring hand sanitizer with you.
In order to be in compliance with State requirements for phase 2.5, all playground patrons must adhere to the following:
- Maximum of 5 children at a time on the playground
- Face coverings must be worn
- Practice social distancing requirements of at least 6 feet between non-family members.
Common Area Landscaping Issues
Dear Homeowners,
I would like to thank the multiple homeowners who contacted us regarding the landscaping issues going on in the common areas, especially the turf near the entrances and the pool area.
This issue was also noticed three weeks ago during a community inspection, and we have been in contact with the landscaper (TSI) accordingly.
TSI informed us that the most likely source of this turf death was the improper use of a specific chemical treatment. TSI has pledged to rectify the problem as soon as weather conditions allow for new growth.

Whitehall Manor Pool Opening Delay Update
Dear Whitehall Manor Homeowners,
On June 3rd, 2020, we announced that the Whitehall Manor pool would be delayed in opening for the 2020 season due state requirements resulting from the COVID-19 pandemic. Because the situation changes on a weekly basis, and because we have spoken with so many homeowners seeking more information, we wanted to provide an update and further explanation of the decision to delay opening.
When the North Carolina Phase II reopening plan was announced, requirements were published by the Department of Health and Human Services regarding the reopening of pool facilities. There were three core requirements, along with an extensive list of additional guidelines.
- Pool capacity would be limited (14 swimmers for Whitehall Manor), and there was an expectation set that this capacity limitation would be monitored. The board and management were provided legal counsel (free of charge) from top association law firms in our region. They universally advised that if no capacity limit monitoring could be provided, an association should not open their pool at this time.
- Additional cleaning requirements were established. The additional cleaning requirements outlined in the NCDHHS Phase II pool guidance will represent an unbudgeted cost increase for any remaining 2020 pool season and beyond. We’ve worked with vendors to make sure these requirements can be met if other factors should allow the pool to open at a later date.
- There was created a requirement for multiple types of signs to be posted at the pool. Like the cleaning supplies and procedures, these are entirely achievable for the association. In addition, employers such as pool management companies were required to screen their staff for symptoms, ensuring that nobody with symptoms was allowed at the pool facility.
It is important to us that homeowners understand that the decision to delay was not an easy one, and it was only made after long consideration of additional factors. Here are some frequently asked questions and the best concise answers to them:
- What were the options for capacity monitoring? We investigated solutions from pool maintenance vendors and security companies. Based on the range of estimates we’ve received from various companies in the area, hiring an attendant will nearly double or triple the 2020 pool maintenance budget.
- Why can’t the association use volunteers for monitoring? Although the necessary insurance coverage to allow this is not terribly expensive, the primary issue is that there would be no coverage at all should a volunteer become infected with COVID-19. The association would be liable for all potential legal costs and damages.
- Why not have volunteers and swimmers sign waivers? Waivers could be a potential part of reopening the pool at a later time, but they are not a solution in and of themselves. An association cannot absolve itself of responsibility to comply with state law, and legal counsel has advised that waivers do not hold up in the case of legal disputes.
Please understand that the board of directors and the management team are continuing to evaluate the situation. The board of directors remains committed to reopening the pool as soon as it is safe and financially feasible to do so. There have been updates in recent days that may allow the matter to be reconsidered relatively soon. Whitehall Manor 2020 Pool Season Opening Delayed
Dear Whitehall Manor Homeowners,
The Whitehall Manor Board of Directors and Associa HRW have been in communication with pool experts, legal counsel, and insurance carriers. They have carefully monitored the COVID-19 situation.
On Wednesday May 20th, 2020 the governor announced his Phase II plan to reopen businesses and facilities in North Carolina. The board has reviewed these new requirements and guidelines extensively with management.
The Whitehall Manor Board of Directors has followed the advice of counsel and voted to delay the opening of the pool facility until those necessary safety measures can be met. The board and management are working closely with the pool management company to ensure that the necessary
materials and procedures are in place as soon as possible.
At this time, the board is unable to secure the necessary services that would allow the pool to open. They continue to work with Management towards a resolution that complies with legal guidance and satisfies financial constraints.
Please note that because of the state’s restriction on the number of people allowed on the pool deck, we will not be selling pool access to residents outside of Whitehall Manor this season. It is possible that this will be reevaluated at such time that current requirements are altered.
